On a point of information, there's no such thing as a police arrest warrant. If a policeman catches a miscreant red-handed, he can arrest him without a warrant; otherwise he has to get an arrest warrant issued by a magistrate.

If you want to do this for real, I can point you towards the correct Magistrates Court procedures.
